In this article we offer new methods for constructing the program and position control for processes described by linear ordinary differential equations with phase and integral restrictions and boundary conditions. We describe an algorithm for solving the optimal control problem. In this work we show existence for solution of a controllability problem. If the problem has a solution we describe methods for constructing the optimal control.
